Using this idiom means that you were certain it would happen. We say it is a given because it is something that you receive, such as the answer you expected.

This idiom normally refers to a male who is just like his father. We would say something like the boy is exactly like his father! He is a chip off the old block. The idiom comes from a wooden block which would represent the father and the son would simply be a chip that came from the wooden block, the father. Pretty cool, no?
