This idiom is used when we are wanting to say that thing is superior, like a restaurant, or a school. You could say that restaurant is very good! It is a cut above. Someone who is a very professional singer could be called a cut above. It comes from the meaning that when something is inferior, it is cut off and let go. A cut above is the good part that is left.
With all the cold winter weather it gets hard to stay indoors all the time. And we generally want to get out just to experience something different. When we are bored of the same situation or same thing happening, we say we want a change of scenery. Scenery is our view, what we see, so changing that will give us a fresh outlook.
Here is a fun idiomatic expression for when we see someone. We look and WOW, they look just like someone you used to know! You ask, but it is not them. It is a case of mistaken identity.
